Ukrainian President Volodymyr Zelensky stressed that Russian troops had carried out "deliberate strikes on ordinary cities," destroying and damaging residential buildings. Zelensky called on world leaders to impose new sanctions on Russia and said the world's silence was only encouraging Putin.

In turn, the Russian Defense Ministry stated that the target of the massive strike on Ukraine was enterprises of the military-industrial complex. The department claims that the strike was carried out with "high-precision weapons" on enterprises producing missile weapons, electronics, explosives, rocket fuel and attack drones for the Ukrainian Armed Forces.
